Parent Network Committee
Releases Proposed Statement

After months of community-wide discussion, the Falls Church City Parent Network in early May released a statement outlining a number of steps which they encourage parents to take by way of addressing the substance abuse issue among students, and to "ensure the health and safety of our children." The Network is waiting for other parent groups to review the statement.
 

  Unlike the proposed Parent Network pledge discussed by PTSA President Betty Elliott in Lasso Online’s February special edition entitled, "The Mason High: How Far Has Student Substance Abuse Gone?" the statement most recently endorsed by the parent network committee is non-obligatory. There would be no pledge for students and parents to sign, no phone book publishing contact information for compliant families. Rather, it is merely a statement promoting parent-to-child and parent-to-parent communication, as well as recommending that parents do not make illegal substances available to students in their homes.

Many students are pleased with this most recent development, although some said they did not see the sense in the adoption of such a non-binding statement. Nonetheless, the statement is currently being considered for adoption by several prominent City organizations, the high school PTSA, middle school PTA, Athletic Boosters, and CADRE.

PROPOSED STATEMENT:
FALLS CHURCH CITY PARENT NETWORK

The Falls Church City Parent Network is dedicated to preventing alcohol and illegal substance use by our adolescents.  The Parent Network fosters communication among parents, provides parent education on substance abuse prevention, and facilitates support among parents. The Network is also committed to joining in community efforts to provide safe activities and healthy alternatives for students. We desire to assist in maintaining open lines of communication between parents and children, and to support and honor our students in making positive choices. We believe that all children have the potential for success when supported and loved within their family and community.
While the Parent Network has no formal connection to schools or law enforcement, school administrators and the school resource officer are always available to hear concerns about substance abuse among our students. School officials maintain the confidentiality of the student and family.

As a community, we encourage every parent and guardian to espouse the following practices to ensure the safety and health of our children:

Do not provide alcohol to youth under the legal drinking age of 21. Under age drinking is illegal, even when an adult is present. 

Do not allow youth to use illegal substances in your home. You are responsible for what happens on your property and should monitor any gathering of minors in your home.

Communicate with other parents before allowing your child to attend a function or gathering. Speak directly to the adult host, ensuring that a parent will be present at all times, and that possession and illegal use/abuse of any substance will not be permitted.

Be receptive to calls from other parents concerning events at your home. Reassure your child that you are not the only parent making or receiving calls.

Contact a parent if you believe there are plans for a party at their home of which they are unaware. Be receptive to a call from another parent giving you such information, and take steps to prevent an unsupervised party.

If you personally observe a child using or possessing alcohol or illegal drugs, take responsible action.  Consider contacting the child’s parent, school administrator or school resource officer, as appropriate.

Be receptive to information you receive concerning substance abuse by your child. We support communication that is in the child’s best interests and which preserves confidentiality.
